Bharat Nirman:

Bharat Nirman, a programme to build rural infrastructure, was launched by the Government of India in 2005. Phase I of the programme was implemented in the period 2005-06 to 2008-09. Phase II is being implemented from 2009-10 to 2011-12. Rural drinking water is one of the six components of Bharat Nirman. During the Bharat Nirman Phase – I period, 55,067 un-covered and about 3.31 lakh slipped-back habitations were to be covered with provisions of drinking water facilities and 2.17 lakh quality-affected habitations were to be addressed for water quality problem. While prioritizing the addressal of the water quality problem, arsenic and fluoride affected habitations have been accorded priority followed by iron, salinity, nitrate and other contaminants. To ensure that habitations once provided with drinking water supply infrastructure do not slip back and face drinking water problem, sustainability of drinking water sources and systems has been accorded high priority. To achieve drinking water security at village/ habitation level, conjunctive use of water i.e. judicious use of rainwater, surface water and ground water is promoted. To enable the rural community to shoulder responsibility in management, operation and maintenance of water supply systems at village level, decentralized, demand-driven, community-managed approach has been adopted. To further strengthen community participation in the drinking water sector for sustainability, National Rural Drinking Water Quality Monitoring & Surveillance programme was launched in February, 2006 under which 5 persons in each Gram Panchayat are to be trained to carry out regular surveillance of drinking water sources for which 100% financial assistance including water testing kits, are provided.

Physical progress

Under Bharat Nirman-rural drinking water component, impressive achievements have been made. Year-wise achievements for Manipur are as under:

  1. As on 1/4/2005, 0 uncovered, 80 slipped back habitations and quality-affected of 37 have been covered with a total of 117 habitations.
  2. As on 1/4/2005, contaminant-wise number of quality-affected habitations is 37.
  3. During 2005-09, against a target of 0 uncovered habitations, the achievement is nil.
  4. In 2005-06, against a target of 103, 80 slipped back habitations have been achieved. In 2006-07, against a target of 103, 178 slipped back habitations have been achieved. In 2007-08, against a target of 150, 144 slipped back habitations have been achieved. In 2008-09, against a target of 0, 115 slipped back habitations have been achieved.
  5. During 2005-06, against target of 30, achievement for quality affected habitations is nil; during 2006-07 against a target of 20, the achievement is also nil; during 2007-08, against a target of 3, the achievement is also nil; and during 2008-09, against a target of 0, the achievement is 74.
  6. During 2009-10, 0 uncovered with slipped-back and quality affected of 730 has been reported.

Financial progress

Under Bharat Nirman for rural water supply for Manipur state, Rs. 3,053,45 lakhs in 2005-06, Rs. 1,938.30 lakhs, in 2006-07 and Rs, 4,574.94 lakhs in 2007-08 has been utilized . During 2008-09, a budgetary provision of Rs. 5,016.00 lakhs has been made for rural drinking water out of which Rs. 4522.91 lakhs has been utilized. During 2009-10 an amount of Rs 1873.69 has been utilized as on 30th june 2009
